In doing so, his ring found its way to Earth, in the possession of Batman. When it came time to fight Despero, the Lanterns couldn't let Batman wear the ring, so instead they combined their powers to make him a Green Lantern suit that was powered by his will instead, and with this power at his command, Batman proved instrumental in the defeat of the evil Despero. The Lego Batman videogames proved incredibly popular from their inception, so much so in fact that they inspired the character to be featured in The Lego Movie , which in turn led to Batman's very own popular spinoff movie, the aptly-titled The Lego Batman Movie.
But things got particularly interesting in the third video game in the series, Lego Batman 3: Beyond Gotham.
In this game, there were many characters from the DC Comics pantheon that players could unlock like Firestorm, Hawkman and Green Arrow, but also many different costumes for Batman.
Among these was a Green Lantern Batman suit, named Darkest Knight, a suit with a green cowl that allowed Batman to fly and shoot green energy. And, if all that wasn't enough, there was also a Sinestro Corps version that could be unlocked. When Batman died at the hands beams of Darkseid, he was hurtled on a harrowing journey through the past. But, Batman being who he is, he found a way to come back to the present after having been gone so long. But before he would step back into the cape and cowl, Bruce Wayne donned a different costume — the Insider Suit — to secretly observe his allies, to see that state of things after his disappearance.
This ingenious stealth suit was designed to be much different than the Batman costume. It had various powers like super-speed, flight and heat vision for brief amounts of time. But the most awesome power it had at its disposal was the ability to harness willpower and generate the energy and power of a Green Lantern. It might not have been an official Lantern ring, but this Insider suit certainly counts.
The chair, which formerly belonged to Metron, is an all-powerful cosmic artifact that holds the answers to all questions in the known universe. But the chair proved to be addictive. With so many answers at his disposal, Bruce couldn't bring himself to step out of the chair.
It would take Hal Jordan's intervention to eventually free him from the chair's grasp. Putting his life on the line, Hal removed his own Green Lantern ring and slipped it onto Bruce's finger, triggering a spike of will in Bruce that managed to overpower the hold the chair had on him. Each of these Batmen is molded after a different member of the Justice League, and one of them is a Green Lantern Bruce Wayne, who goes by the moniker of The Dawnbreaker.

If you are talking about the s and s that was gold and silver age Batman that could build spaceships and drop rhinos with a stick. The heroes on the JLA were also less powerful than they would be amped to. So it was later interpretations that caused the distortion.
If you are talking about the s and early s, batman was shown to be utterly useless. And the title was eventually discontinued due to lack of interest from fans. Canon as equally valid. The result was that Batman and Superman got buffed in importance. But Morrison was also able to deliver amazing stories for each core member of the League. Batman got more screen time, so he could draw an audience in to watch the main character, Brave and the Bold style. Who else could get readers to invest in Plastic Man as being a viable opponent to Fernus.
And if we are going into use of weapons, a big part of Identity Crisis revolved around Hal and other JLA members altering the minds of villains into heroes or incompetents. They wiped Batman when he witnessed them legitimizing Dr Light.
They then convinced an impressionable Zatanna to glammer Martian Manhunter into not noticing what was done. Cat woman was altered into a hero as a 'gift' I guess. Sinestro fits your definition of using fear as a weapon, yet he was a great Green Lantern because of his willpower.
He may have brought a few Lanterns into his Sinestro corps. Batman does not have a ring for the same reason Barbara was required to be unable to use any of the miraculous science and magic that normal humans benefited from in comic books for decades.

Marketing its the reason, its the reason why they made Waller skinny and hot, its the reason why they try so hard on diversity, why Barbara was back as Batgirl and a long etc If only the crazy people that try to force this into video games notice that comic book evolution happens not because of their moral crusade, but by natural needs of the market and readers.
I never say Batman its mentally sick or its a man child, actually i one of the people in here that keeps telling people that its totally wrong, Batman has problems and fears like any normal human being, point that Batman its like any other adult that had to deal with some terrible that happened to him. The bias effects most characters in different ways. I am calling it a writing technique to draw contrast to the traits that the main heroes possess in a particular storyline.
If is a major reason that the current JL run is so weak. Robin became a new god and people are gobbling up B and R. It was and is a well written comic with great art. Batman is DC's most consistently well written, plotted, and drawn comic for almost forty years. If the bullpen get to write him with powers or a power suit, they will still do a great job. It will be a better drawn, better plotted, and better written comic than most other superhero comic.
And no one else would buy less known comics with less quality in every way. Batman Eternal has two issues in DCs top ten each month. There were a couple months when Batman Eternal filled out the bottom of DCs top ten. Barbara was made crippled as a way of permanently shelving the character.
